Quorum
Before officers or members of a body can legally transact business a quorum must be present. In the case of our County commissioners, two members together make a quorum. With the City Council three need to be present to constitute a quorum. I know that I have the Lord’s attention when I pray as an individual; however my prayer life can also have elements of a quorum. “Again, I tell you that if two of you on earth agree about anything you ask for, it will be done for you by my Father in heaven. For where two or three come together in my name, there am I with them.”Matt 18:19-20 NIV

-----This quorum is also three. Elsewhere, Jesus stated that anything you ask in His name you will receive. And later in the passage you quoted, He states, “Where two or three come together in my name, there I am with them.” I think we all have heard it enough for it to go without saying that the Greek term for “name” implies “character” and “authority” in this kind of context. So to ask or gather “in His name” is to ask for things respective of His character, the kind of things He would authorize or desire Himself. To gather in His name is to gather with regard for the purposes and interests He deems important. Therefore, although His physical presence is not enjoyed, His voice in all matters is, at least in as much as we are able to humble ourselves to truly learn His character and submit to His authority.
-----Unfortunately, the predominant perception of the Christian life is that of religious feeling. It is not an entirely misguided perception, but the emotional aspect is overweighed, and the meanings of the Word of God become too personalized. Within the Bible is a guiding structure of principles and concepts carefully assembled to provide many concrete foundations of knowledge through careful reasoning and basic understanding. These are directed toward meek, intellectual processes that are vital to acquiring knowledge of the character of Christ and His Father. Genuine emotion then animates the knowledge into desires and actions He would have. So, as two of His followers interact by these animated principles, He comes to life among them without needing a physical body. His Spirit in each of them completes the presence of His character, actions, decisions, and feelings, through their humble obedience. That makes the third member of the quorum.
